项目摘要

より多くの教育投資によって貧困の世代間継承が緩和されるのかどうかを明らかにするため、今年度はイギリスの2つのパネルデータを分析した。本研究は、変数の作成方法、分析手法の点で、先行研究の課題を乗り越えるものである。収入に対する教育の効果と子ども時代の貧困の効果、そしてそれぞれの相対的な強さを検討すると、教育投資を拡大することの意義は確かに認められる。しかし、所得の不平等が小さい時代に育った1958年生まれのコーホートと比べ、不平等の拡大期に育った1970年代生まれのコーホートは、教育達成を同等にしてもなお貧困世帯に育つことの不利を解消できていないことが明らかとなった。イギリスでは人的資本の蓄積が政策的に非常に重視されているが、本研究は教育達成の支援を通じてだけではなく、貧困の経験をダイレクトに緩和する政策も引き続き必要であるという示唆を導いた。市場原理の導入に関する理論研究も進めた。義務教育に他の財やサービスと同様の市場原理を導入しようという論理は、その論者も機会の平等を重視していることから、内在的な矛盾を抱えている。教育の分配方法として検討に値する有力な選択肢は、公正に配慮した疑似市場(choice)と、教育の受け手の発言力の活用(voice)であると整理できる。しかし前者は責任-平等主義に依拠して選択肢の増大を重視するが、そもそも責任-平等主義には社会的正義の理論として限界がある。それよりも、個人の積極的自由の増大にとってすぐれているのは潜在能力アプローチであり、そしてそれに適合的なのは後者のモデルだという議論を展開するに至った。
