项目摘要

研究助成の最終年度となる今年度は、ボストン市ノースドーチェスターにおける過去2年間のデータ収集を続ける一方、このコミュニティにおける地域再生の試みをアメリカ全体の政治・経済・文化的潮流のなかに位概づけるべく、他地域の事例についても調査を進めた。特に、ディズニー社のイニシアチブのもと、ニューアバニズムの都市開発手法を用いながら、「古き良きアメリカ」の人間関係を体現すべく人工的に開発されたコミュニティ(フロリダ州)、カジノ導入により経済的基盤の強化を図りながら、自らの文化的伝統・尊厳の維持を目指しているネイティブ・アメリカンのコミュニティ(マサチューセッツ州)、連邦政府からの補助金に大きく依存する一方、独自の法体系を施行することで、合衆国との完全統合を拒んでいるアメリカ自治領(アメリカン・サモア)、厳罰化の流れのなかで増大する刑務所産業に強く依存するコ農村ミュニティの現状(テキサス州)などを訪問する機会が持てたことの意義は大きく、本調査を分析する際のキータームである「ソーシャル・キャピタル(社会関係資本)」の概念の有効性ならび限界に関する知見が得られた。特に、パットナムの分析では、果たして人工的にソーシャル・キャピタルが作られるのか、経済的に政府(ないし公共事業)に大きく依存した地域におけるソーシャル・キャピタルをどう評価すれば良いか、といった点などへの考察が弱いとされる。これらの調査・分析を通じて、今後、より多角的な視点からパットナムの理論への批判ないし肉付けを行ってゆくための貴重なデータが収集できた。
