项目摘要

2年計画の最終年である本年度は,主にバンガロールにてソフトウェア産業集積のダイナミズムを捉えるべく資料収集および聞き取り調査を行った。具体的には,インドのソフトウェア産業の経年変化を把握するべく政府関連機関を訪問し最新の統計資料等を入手するとともに,当該産業集積の受け皿となる工業団地開発についても検討を加えた。その結果,オンサイト開発からオフショア開発へのサービス輸出の形態変化と呼応するように,ソフトウェアを含むICT企業の大規模な拠点が都市郊外部の工業団地等に設立され,当該産業の新たな展開が都市構造に大きなインパクトを及ぼしている実態を把握できた。もちろん,こうした輸出形態の変化はソフトウェア技術者の移動のあり方と密接な関係にある。企業間および企業内の移動について,特にソフトウェア技術者の「キャリア形成」との関係に注目しながら,主にバンガロールにおいてソフトウェア技術者およびソフトウェア企業経営者に対して聞き取り調査を行った。その結果,技術者は自らの技術力の向上を念頭におきながら企業間移動を行っていること,企業内移動でもオンサイト開発といった海外への派遣業務を新たな技能の獲得機会と捉えていることを見出しえた。しかしながら,いわゆる「ITバブル崩壊」後,ビザを取得し海外で働くことのできる技術者は企業内でも技術水準が高位のものに限定されがちであることも把握できた。こうした選択的な技術者の移動の累積が,現在と異なるメカニズムをもって当該産業集積を新たな局面へと押し上げる可能性も無視できない。以上のことから,インド・ソフトウェア産業集積のダイナミズムを捉える場合,企業や事業所を軸とした取引関係の議論に加えて,サービスの輸出形態や技術者の主体的な移動,さらに,それを促進もしくは制約する企業や政府の行動を視野に入れた考察を行うことが必要であることを指摘できる。
