项目摘要

当該研究のテーマは下記の2つである。1.特許政策・知的財産権保護政策の動学的マクロ経済分析2.参入規制・補助政策の動学的マクロ経済分析今年度は1.のテーマを主に分析し、下記の研究成果を得た。(1)特許政策の影響は重視され、多くの研究が成されてきたが、様々な特許期間で閉鎖経済の市場均衡経路がどのようになるかは全く分析されていなかった。Futagami and Iwaisako (2006) (Journal of Economic Theory,近刊)では様々な有限な特許期間の下でも解析的に市場均衡経路が求められることを示した。さらに移行過程も考慮した経済厚生の分析も行い、特許期間の望ましさについて解析的結果を得た。(2)特許保護に関して、経済厚生の観点での分析は多く行なわれてきたが、経済成長の観点での分析は少なかった。Iwaisako and Futagami (2006)(未刊行)と祝迫・二神(2005)(三田学会雑誌)は成長のエンジンとして資本蓄積やlerning by doingも含む一般的な成長モデルで、特許保護水準と経済成長の関係を分析した。そこでは特許保護の強化が経済成長を阻害する可能性が示された。また、Horii and Iwaisako (2005)(大阪大学ディスカッションペーパー)でも経済成長の観点から特許政策を分析し、同様に保護強化が成長を阻害する可能性を示した。(3)技術移転を受ける発展途上国での知的財産権保護強化が、先進国の技術革新や技術移転にどのような影響を与えるかは重要な問題である。Tanaka, Iwaisako and Futagami (2006)(大阪大学ディスカッションペーパー)では技術移転がライセンシングによって行なわれるとき、発展途上国での知的財産権保護の影響を分析した。そして既存研究と異なり、ある条件の下で保護強化が技術革新とライセンシングを活性化することを示した。
