平成14年度は前年度に引き続き、震災復興まちづくりを対象とした調査と、被災住民生活支援を対象とした調査の二本柱で研究を遂行した。復興まちづくりの分野では、すでに区画整理や地区計画等のいわゆる「事業」については各地区とも概ね計画段階は終了している。事例研究を行った長田区の野田北部地区ではすでに区画整理・地区計画の計画段階から街並み整備事業の段階へと移行しており、細街路整備の取り組みが進んでいる最中である。注意すべき点は従前住民の戻り率と人口回復の点であり、全体的には従前住民の戻り率は比較的高いものの、区画整理の対象地区では借家人層を中心として戻り率が低くなっている。これは、「自力再建不可能層」の動向を示す状況として注目する必要があろう。一方、高齢者や障害者をはじめとしたいわゆる「震災弱者」に対するボランティアによる支援活動は、災害発生より8年以上を経過した現在でも継続的に行われている。ここでの課題は、個別化していく被災者の生の欲求をいかに支援していくかという点である。現時点で被災者達の欲求は個別化、多様化が進行している。欲求内容に一定の普遍性があれば、「公共性」を付与して制度的な解決を目指すことができる。実際、被災者の欲求を汲み取って、代弁して行政に制度的解決を求めていくボランティアの動き(adovocate)もある。しかしながら、多様化した欲求の実現はボランティアによる非制度的な中間領域に頼らざるをえない。ここにボランティアの存在が重要視されるのである。このように震災復興の過程では、社会的格差が拡大の傾向を見せるにつれ、これに対応するための制度の整備とともに、市民活動としてのボランティアの存在が大きな意味を持つようになっている。こうしたボランティアの動向は、今後も継続的に追いかけていく必要があるであろう。
