本研究は都市環境の改善の観点から、アメリカ・韓国で実施されている都市高速道路の撤去プロジェクトに着目し、その事業計画の意図、実施状況および効果について現地調査を行い、今後のわが国における適用のための基礎的資料とするものである。アメリカでは、多数のプロジェクトが行われているが、いずれも長期にわたる議論、検討の結果、事業に着手しており、また多額の費用を投入している。韓国では、きわめて短期間に事業を完了し、環境改善、都市アメニティの向上という点では相当程度の効果をもたらしているが、他方で、周辺地域の営業者に対するマイナスインパクトもあり、営業者の移転、業務団地の開発、今後の都市再開発など新たな課題を生み出している。
