19年度は,1本の研究論文の執筆と2度の現地調査を中心とした研究活動を行った。研究論文(「財政の破綻・再生と地域における社会システム-福島県内の3つの町村を事例として-」)では、18年度の調査結果を踏まえ、財政破綻の危機からの再生や、市町村合併を行わずに積極的な行財政改革を進めているという特徴をもった自治体を取り上げた。これらの事例からは、首長の志向性や利権構造の有無、地域社会の持つ歴史性などの要因が、それぞれの自治体の財政状況と深く関係していることが明らかとなった。現地調査は、第1回を8月26日から9月8日までの日程でイギリス(ロンドンおよびオックスフォード)において実施し、第2回を2月18日から22日までの日程で福島県において実施した。第1回の調査では、British LibraryおよびOxford大学の図書館で、日本とイギリスとのあいだでの比較研究を行うための基礎的な資料を収集した。第2回の調査では、昨年度に引き続き福島県内で調査を実施し、主として前年度調査で不足していたデータの収集に努めた。これらの調査の結果は現在、集約中であるが、これまでのところ、(1)市町村自治体の財政状況は、当該地域の地理性や歴史性などの固有の条件に大きく影響されていること、(2)財政が極度に悪化した自治体は、開発志向の強いリーダーが巨額の投資を進める中で議会などの監視機能が低下していること、などの知見を得ている。本研究全体の理論枠組みと照らし合わせた場合、地理性、歴史性、開発志向のリーダーの存在、議会などによる監視機能の低下といった要因が、政策公共圏の機能と深く関連していると捉えることができる。

In 2019, the author of the first research paper and the author of the second research paper were investigated. The theoretical framework of this study is based on the following factors: the existence, geographical, historical, developmental, monitoring and monitoring functions of parliament, and the functions of policy and public sphere.
