「財政効果と投票行動からみる原子力オアシス化ー泊原発と北海道後志地域を事例に」（『関東学院大学人文学会紀要』）第147号）と題した単著論文をまとめた。原子力オアシスとは、原子力関連施設を積極的に受け入れる地域であり、原子力オアシス化とは、原子力関連施設を一度受け入れた地域が、その後次々と同様の施設を受けれいるようになるという現象を指す。この論文では、原子力オアシス化の過程を明らかにするために、原子力発電所の立地が自治体にもたらす財政面でのメリットによりオアシス化が進むのであれば、地域での投票行動も原子力を推進する政党に有利なものになっていくという仮説を立て、泊原発の地元である北海道泊村と後志地域を対象に、国政選挙（衆議院・参議院）、知事選挙、村長選挙の投票行動についての分析を行った。分析の結果、国政選挙では明確な傾向がみられなかったものの、知事選挙では、泊村と隣接する神恵内村で、一貫して原発を推進してきた自民党の得票率が高まる傾向があることがみられた。神恵内村は、高レベル放射性廃棄物の最終処分地の候補地として名乗りを挙げている自治体でもある。また、泊村の村長選挙では、立地前後から稼働開始１０年後程度までは、反対派の立候補があったものの、それ以降は明確に原発反対を掲げた候補が出ていない。さらに、高レベル放射性廃棄物の立地に向けた文献調査に関連した交付金については、泊原発に関連した交付金などを受け取ってきた経緯のある自治体が受け入れる一方で、原発から相対的に遠く、交付金などの利益を得ていない自治体は、これを拒否していることが判明した。これらのデータからは、原発立地に伴う交付金などの財政的な便益は、地域の原子力オアシス化を促し、それが投票行動に反映されていることが指摘できる。
