本研究の主眼は、学校評価システムにおける評価と支援の機能的なネットワーク形成のモデル開発にある。平成17年度においては、(1)ニュージーランドにおける外部評価の効果の検証、(2)支援機関による支援プログラムの分析、(3)学校経営主体としての学校理事会に求められる力量形成過程の分析を柱に、調査研究を進めた。これをふまえ、平成18年度においては、日本に適用可能な評価と支援のネットワーク形成モデルの開発に取り組んだ。本年度行った現地調査、及び日本における先行事例となる鳥取県教育センターが実施している学校支援システムの比較検討から、いくつかの相違点が見いだされた。特に、ニュージーランドの学校支援システムにおいては、支援プログラムの策定にあたって該当校の学校評価結果をふまえているが、鳥取県の事例においては学校評価結果は重要視されておらず、学校側からの支援要請があった場合にのみ対応する形で支援が提供されていることが明らかとなった。今後日本で継続可能な学校評価システムを形成するための仕組みづくりとして学校支援のあり方を検討していく場合、すなわち評価と支援のネットワーク形成を検討していく上で、このシステム上の違いは無視できない点であるといえる。

The main purpose of this study is to evaluate and support the development of school evaluation systems. In 2017, we conducted research on the following topics: (1) external evaluation and evaluation of results,(2) analysis of support organization and support organization, and (3) analysis of power formation process of school management and school board. This is the first time that the Japanese government has approved the establishment of a joint venture. This year's on-site survey, as well as Japan's leading examples, Tottori's education system and implementation of the school support system comparison and discussion, the middle of the conflict between the two points. In the future, Japan will be able to form a school evaluation system, which will be discussed in the context of school support.
