本研究は、ニュージーランドの教育行政システムが多様な組織による多元的複合的構造を有し、それが分野横断的に多角的な協業（コラボレーション）を生み出している点に着目し、協働型ガバナンスによる教育行政システムが、直接各学校のガバナンスに作用し得る学校支援システムを通して、多様性社会における自律的学校経営システムにどのような効果性をもたらすことが可能なのかを検証することを目的とするものである。2022年度は、第一に理論研究の整理として、ニュージーランドの学校支援制度の萌芽期に見られた教育行政機能の分化に関して先行研究分析を行い、その成果は福本みちよ(2023)「ニュージーランドにおける学校支援制度の萌芽期に関する考察－教育委員会制度の廃止による教育行政の機能変容に着目して－」『東京学芸大学紀要総合教育科学系第74集』としてまとめた。第二に教育行政分野における関係各機関間の協業に関する実態調査として、教育省（教育省事務次官）、関係教育行政機関（Teaching Council）、教職員組合（PPTA）、校長会（PPTA New Zealand Secondary Principals' Council、NZ Principal Federation、Secondary Principals Association of New Zealandの各代表）へのインタビュー調査を実施した。第三に、学校支援システムに関する実態調査として、クロスセクターによる学校支援プログラムの提供を行っているSpring Board Trustへのインタビュー調査を行った。

This study focuses on the multi-dimensional and complex structure of educational administration systems, and on the multi-dimensional and cross-sectional structure of educational administration systems. The school support system, which is directly related to each school's activities, is open to students from all walks of life. The school management system, which is self-disciplined in a diverse society, is effective and feasible. In 2022, the first theoretical study was conducted in the embryonic stage of the school support system, and the differentiation of educational administrative functions was analyzed. The results of the study were published in the Journal of Tokyo Gakugei University (2023),"A Study of the Embryonic Stage of School Support System: A Study of the Functional Aspects of Education Administration in the Development of the Education Commission System". Second, the Ministry of Education (Deputy Minister of Education Affairs), the Teaching Council, the PPTA, and representatives of the PPTA New Zealand Secondary Principals' Council, the NZ Principal Federation, and the Secondary Principals Association of New Zealand. Third, the Spring Board Trust conducted a survey on the status of school support programs and the provision of school support programs.
