第二次世界大戦後から現在に至る日本の出生率の変遷について、最も顕著な点は、総出生率(If)、有配偶出生率(Ig)(あるいは婚姻率(Im)についても)ともに、都道府県および市郡の差がなくなっていき、日本全体が画一化していったということである。この出生率の画一化をもたらす原因は、人口転換理論が主張するように、産業構造などの社会経済的要因により、出生率も画一化していったということは否定できない。しかし、より重要なことは、産業構造などの変化のスピードに比べ、出生率の変化のスピードは速く、人口転換理論が主張するように、産業構造の変化のみが人々の出産行動に変化をもたらしたとは言い難いということである。戦後の急激な出生率の低下と画一化をもたらした原因は、1948年の「優生保護法」の成立とその後の改正により、人工妊娠中絶が合法化され、小家族を実現しやすくなったということ、および家族、子供、出産などに対する日本人のperceptionが変化したという2つが考えられる。これが、現在の少子化対策に示唆するところは、子供に対する日本人のperceptionを変化させるような施策をまず講じ、それをサポートする法律を整備することが重要であるということである。
