DV(ドメスティック・バイオレンス)被害者の早期発見・早期治療,受け入れ体制整備,医療関係者に対する教育の充実等に向けての第2段階の調査として,DV被害者支援に関連する諸機関に対し,これまでの医療機関との連携の実際や,医療に対して求めること等についての聞き取り調査を実施した。1.DV被害者支援の現状について,マスコミ等によるDVの認知が高まったことによる相談件数の増加が認められ,被害者自身がDVの認識を持ち具体的支援を求めて来るケースが増加していた。一方では,情報を持っていない者・認識していない者もおり,暴力は多種多様であった。2.医療機関以外との関係機関とは,必要に応じて様々な機関との連携を取り合っていたが,医療と連携があると答えた機関は小数であった。中には,心療内科・精神科や婦人科との連携が取れている機関もあった。3.医療に求める役割について,連携は必要不可欠と答えた機関が多かった。特に,医療は被害者と最初に関わる可能性があり,早期発見し重症化を予防するためには,専門家の視点で関わることの重要性を求めていた。また,過去に二次被害があったことを指摘するケースも多々あり,二次被害を与えないためにも,人権擁護の立場や最低限の知識を求める意見,更には危機介入時の共通の支援理論を要求する意見もあった。前年度の調査結果も踏まえ,これらのことから,医療機関には多種多様の状況での被害者の受診が想定される中,医療には早期発見や関係機関につなぐことのできるような対応が求められており,"万が一"の状況に備えたネットワークの構築が重要である。そのためにも,DVに限らず,あらゆる暴力に対応できるよう,様々な機関より成る包括的な支援システムの確立が必要であると考えられる。
