项目摘要

本研究は、小規模自治体における教育行政の実施体制に着目し、資源を有効活用した「実効的な」地方教育行政制度のモデルを構築するものである。平成29年度は、（1）地方教育行政における民主性と効率性に関する理論的研究、（2）地方自治体における教育委員会制度の運用実態に関する実証的調査、を中心に調査研究を進めた。（1）については、本研究の背景となる小規模自治体教育委員会に関する関連法制を整理するとともに、新教育委員会制度などの教育政策の動向とその影響について資料を収集した。当初は、民主性および効率性を保障する垂直的補完（都道府県教育委員会ならびにその出先機関たる教育事務所による指導・助言・援助）ならびに水平的補完（近隣自治体間の連携・事務の共同処理）の検討を進めたものの、後述する（2）の自治体調査を並行して行ったところ、教育委員会事務局職員の専門性（行政職出身者あるいは教員籍出身者、一般行政職員あるいは専門的職員等の別）が、本研究において重要な研究視角であることがわかり、国の政策等を含め、行政学、教育行政学における文献を改めて収集している。（2）については、2県3市町村の各教育委員会を調査研究し、小規模自治体教育委員会事務局の運用等について聞き取りを行った。その結果、教育事務所設置の有無により、指導行政業務の負担差が大きいこと、市町村合併を経験した後の教育行政への姿勢の違い（職員配置、学校統廃合、社会教育行政）があり、その調整に難航していることが明らかとなった。調査結果については、研究論文として現在執筆している。

This study aims at establishing a local educational administration system for small-scale autonomous organizations, and making full use of resources. In 2009, I conducted research on (1) the theory of democracy and efficiency in local education administration,(2) the investigation of the implementation of the education committee system in local self-government, and the investigation of the center. (1) The background of this study is to collect data on the related laws and regulations of the small-scale autonomous body education committee, the trends and impacts of the new education committee system on educational policies. At the beginning, democracy was guaranteed.(Prefectural Education Commission, Department of Education, Office of Education, Guidance, Advice, Assistance)(2) The investigation of autonomous bodies shall be conducted in parallel with the investigation of autonomous bodies, and the staff of the Affairs Bureau of the Education Commission shall be responsible for the investigation of autonomous bodies.(Administrative background, teacher background, general administrative staff, etc.) This study includes important research perspectives, national policies, administrative science, educational administration, literature collection, etc. (2) We will conduct investigations and studies on the education committees of 2 prefectures and 3 cities, towns and villages, and the use of the affairs bureaus of small-scale local governments 'education committees. The result is that there is a big difference in the burden of guiding administrative work, and the attitude of educational administration after the merger of cities and villages (staff allocation, school integration, social education administration) is difficult to navigate. The results of the survey are published in the journal.
