项目摘要

本研究は、指定管理者制度の全国的な導入状況と課題について整理・分析するとともに、公共施設の維持補修・管理運営業務の効率性を計量的に明らかにし、その評価指標を検討することを目的としていた。平成18年度は、民間が管理者として指定された施設を重点的に調査した。具体的には、公募要綱や選定方法、条例、公共施設の維持補修・管理運営業務に関する財務データ、施設の稼働率等に関する資料を収集し、効率性を基準に相対評価した。その際、官と民における「効率性評価」の基準の差異や、地理的・地域的差異、施設特性、管理団体の差異などを考慮した、多面的な評価が重要であることが明らかとなった。さらに対象を絞って分析を進めるため、平成19年度調査では公立博物館(美術館)に焦点を当てた。公立文化施設の運営は、単純な効率性からのみ計られるべきではなく、多面的、長期的な効果を考慮する必要がある。例えば、施設の効率性を向上させることで、周辺の人材や資金を取り込むことが出来たり、施設が立地している自治体の経済にプラスの効果をもたらしたりする。それらの再投入により中期的に施設がさらに効率化することで、長期的には企業との連携や資金面での支援も増え、官と民と住民との協働による文化都市・創造都市が形成される。以上のような一連の投入・産出によって中長期的な「効率性」を計る必要性を念頭に、今回は、その第一段階として単年度の効率性を分析した。まずは、類似機能・類似規模施設間での相対評価によって公共施設の「効率性」を評価した。具体的には、統一データセットを得られた53の都道府県立美術館を分析対象とし、主に生産とコストの面から効率性を計った。2006年7月には、「競争の導入による公共サービスの改革に関する法律」が施行された。今後はさらに民間が参入できる業務の範囲が拡がり、入札前後のコストとサービス内容を住民が比較検証できるようになる。また、今後3年から5年以内に、管理者の再選定作業を行わなければならず、制度導入の評価が必要となるであろう。公共施設の効率性を評価する際には、単にコスト削減のみが重視される評価方法ではなく、これまで「公共」が担ってきた役割についても考慮する評価方法を用いるべきであり、多面的な評価指標づくりの初段階として、本研究の意義があると考える。
