项目摘要

2008年10月にドイツから帰国した後、2年間にわたって収集した史料の整理・分析につとめた。昨年度までは、1940年代後半のソ連の対独経済政策の変化を具体的に分析してきた。冷戦の激化に伴い、ソ連は当初の過酷なまでの賠償政策を放棄し、自らの占領地域を経済的に挺入れすることでドイツ人住民を懐柔すると同時に西側占領地域住民にも社会主義体制の魅力をアピールするという政策にシフトした。本年度は、このような政策の転換がもっか長期的な意味を検討する為に、1950年代以後のソ連の対独政策を、史料館で収集した史料に基づいて具体的に分析した。ソ連の経済支援に基づいて東独の経済を活性化ざせ、社会主義体制の魅力を西独住民にアピールするという占領後期に萌芽的にみられた政策は、1950年代半ばからフルシチョフの指導のもと積極的に展開された。東独から西独への住民流出を防ぐ為に1961年夏にベルリンの壁が建設され、体制間経済競争へのソ連指導部の関心が低下した60年代以降においても、この体制間競争の場としてのドイツというテーゼはしばしば東ドイツによってソ連に対する経済援助要求の根拠として主張され、ソ連もこのテーゼを否定できなかった。すなわち、自占領地域の経済的成功により社会主義体制の魅力を誇示するという占領後期にとられた方針は、ドイツ民主共和国建国以後も継続された。このことからは、いかにソ連のドイツ政策が社会主義体制の資本主義体制への優越の証明というイデオロギー的主張に束縛されていたかが窺える。今回のドイツ滞在で収集した史料をさらに分析することで、ソ連の東独・東欧支配におけるイデオロギー的側面を今後とも解明していきたい。
