项目摘要

本研究は、立命館大学21世紀COEプログラム「文化遺産を核とした歴史都市の防災研究拠点」事業の重点研究地区の一つである、京都市上京区上七軒地区を研究対象地として、地域住民の自己アイデンティティ形成に果たす空間情報の役割を明らかにし、その発露・凝集形態としての地域コンセプトの形成過程に関する基礎的モデルの構築を目的としたものである。本研究によって、計画策定・実施過程における意志決定プロセスの中に住民の地域に対する認知・認識メカニズムを組み込むことで、より政策的合理性を確保することが可能になる。そこで、平成18年度では、世界遺産登録申請中の石見銀山遺跡周辺の島根県邑智郡邑南町を比較調査対象地として調査を実施した。当該地域は、町域のほとんどが山林に囲まれており、高齢者比率が40%を超える典型的な中山間地域である一方で、旧天領として管轄されていた鉱山や代官所跡等の旧跡が多く残っている地域でもあり、上七軒地区にはない、人口減少による歴史文化資源の存続に対するリスクを抱えている。本調査では、瑠地域住民の地域に対するアイデンティティと歴史文化資源の保全に対する住民の参加意向を調査項目として設定した。調査分析の結果、以下の4点が明らかになった。1)町村合併によって新町制が施行されたが、その後も地域住民の多くは旧町域に対して帰属意識を持っていること2)年齢によって、基礎的なコミュニティ単位が異なる。特に、加齢に伴う生活圏の縮小に伴ってコミュニティ範囲が縮小する傾向にあること3)地域住民の多くが地域コンセプト策定プロセスにおいて強い参画意向を持っていること4)防災・防犯等の地域課題の解決に対して、高齢者が強い意欲を持っていること上記を踏まえると、地域防災力の向上といった公益性の高い政策に対する計画策定プロセスにおいて住民の参加を促すためには、旧町域あるいは自治会単位での取り組みがその合成形成の促進に有効であることが明らかになった
