Fundamental Study of the Cabinet Secretariat and the Cabinet Office

1. We collected basic records about cabinet offices and analyzed them. (1) We surveyed research works about the Japanese and foreign cabinet systems and organizational data of Cabinet, Prime Minister's Office, Cabinet Office, and Cabinet Secretariat. (2) We observed personnel records of those organizations and selected interviewees whom we should request in this study. (3) After Koizumi Administration, we evaluated it and compared Abe Administration with it.2. We interviewed many witnesses of Cabinet organizations by oral history method. Exactly, we got a total of about 90 interviews with former Deputy Chief Cabinet Secretary, former Director-Generals of the Cabinet Legislation Bureau, and former Director-Generals of the Prime Minister's Office, etc. As the result of accumulation of them, we could understand the life history of each interviewee, career paths in the organizations, and some decision processes in Japanese cabinet system.3. For review of oral history method, we held seminars with scholars of political science, business administration, sociology, and other disciplines. We standardized interview skills and published a textbook on this achievement. Moreover, we suggested a new way of historical studies through trying comparative analyses of oral history documents which had reported previously.
