项目摘要

国内では現地調査18件、研究者を始め産官学の異なる立場の方々25名にご協力頂き調査を進めた。そして他に採用されたプロジェクトによりオーストリアにて現地調査を行った。対象は政府担当官、林産企業、現場の技術者、森林組合連合会、高等専門学校の校長、大学の研究者などである。山林内の実地調査も含め11名の方々にご協力頂き、調査を行った。岐阜五流域において河川流域毎にそこに自生又は植林された林種にも一定の特徴が見られた。そしてその森林資源に影響を受けて成長した産業の特長というより、むしろ流域毎に地場産業の歴史的衰退の傾向と現在の問題が把握出来た。特に本来の植生とは異なる樹種を画一的に植林した流域における地場産業の後退や過疎化が見て取れ、また産業の衰弱のみならず治山治水の能力が低下していることで、災害も発生していることが分かってきた。我が国では環境の経済問題化が遅れている為、環境問題に取り組む事は、あたかも産業の発展を削ぐものと考える傾向にある。しかし自然を相手にしながら、これまでのように市場原理主義的な価値判断で資源と産業の関係を捉えると、外部不経済を増大させ、かえって経済効率を低下させる。岐阜における調査からも、自然の循環系をあまりに軽視した方向で、産業を誘導したことにより、産業規模より災害時の被害額や治山等の公共事業費の方が大きくなっていることが分かった。これまでの国内外の現地調査を通じ、自然を相手にする場合、自然の成り立ちを規範とした地域計画、社会制度設計は現場での経験に裏付けられた理論からしか作られないことが了知でき、特にオーストリアの補助制度設計からも、市場経済におもねるのではなく、ローカルな現場からの解決策、創意工夫を反映する社会の仕組み作りに取り組まれている事が分かった。
