本研究では、開発途上国の民主化という観点から民主的ガヴァナンスの法理論あるいは指針がそのような問題において果たす役割、機能の検討に重点が置かれている。特に、ミャンマーにおける民主化と人権の擁護のための国際協力の枠組みを検討することを念頭に置きつつ、本研究では、国連による国際的または国内的なガヴァナンスの促進活動をつうじて、国内の民主化を促進するためにどのような役割を果たしうるかを目的としてきた。2008年度中も、国連大学の研究員としてまた中央大学の外国人客員研究員として種々の研究調査活動にあたってきた。それらの活動はおよそ次の3つである。1.民主制およびグローバル・ガバナンスの危機に関する文献の渉猟および調査、2.国連大学のグローバルセミナー、ワークショップへの参加、3.ガバナンス問題や開発に関連する国際会議に出席することにより、民主制の危機を回避し、民主制を回復するための諸国家間のアプローチの違いについて比較・検討を行ってきた。また、外国での調査の期間中に研究者とのインタビュー、意見交換の実施および関連する学術的セミナーや会議への出席に参加した。これらの研究成果は、"Law and Development Study"というタイトルの単行本として近く刊行する予定である。当人の研究は、ミャンマーの民主化にとって重要な意義を有している。しかし、現下のミャンマーの軍事政権下においては、2009年4月に帰国後の研究の継続に関しては大きな困難を覚悟しなければならない状況である。帰国後の本人の安全と活躍が保障されるよう切望される。

This study focuses on the democratization of China on the road to development, the legal theory of democracy, the problems of democracy and the functions of democracy. In particular, this study aims to promote democratization and democracy in China by promoting international cooperation and promoting democracy in China. 2008 Research Fellow, National University of China Foreign Visitor Research Fellow, National Central University The activity of 1. 2. Research and investigation of documents related to crisis of democracy; 2. Participation in international conferences related to crisis of democracy; 3. Attendance at international conferences related to crisis of democracy; 4. Comparison and discussion of violations of democracy among countries. During the period of investigation, the researcher participated in the conference, the exchange of opinions and the academic conference. The results of this research are published in the "Law and Development Study". When the study of human beings is in progress, it is of great significance to the democratization of human beings. In April, 2009, the military and political situation in the country became more and more difficult. I hope you will be able to keep me safe and active.
