项目摘要

本研究では昭和戦時期の経済官僚の構想や戦時体制への対応の分析を通じて、近代日本政治史の中での当該時期の持った意味を検討していった。「戦時体制」の形成が求められる中で経済官僚は「戦時」の先例を求めた。そこでは過去の日本や諸外国の事例が参照される対象となった。その結果、昭和の諸改革は「明治憲法体制」の体制内での過去の戦争の経験と、第一次大戦の欧米諸国の「総力戦」から学習された成果が統合されたものとなっていく。例えば昭和の農村不況の中での税制改正の動きが社会改革要求へと繋がり、それが包摂され形で戦時の税制改革・戦時増税が行われていった。また、その際には戦時であることの臨時性と恒久性の両方の側面が顧みられなくてはならなかった。戦時の部分については交戦国との対比や国内経済の維持の度合いが検討されていった。戦時には平時とは別の意味で健全な国内体制の整備が必要とされたのである。研究では当初の研究計画の通りに、憲政資料室所蔵の関係文書や国立公文書館所蔵の公文書について調査を行った他に、当該時期の総合雑誌・経済雑誌における戦時体制形成についての言説の整理に力を入れた。また政策担当者による講演資料などを多く入手し、政府と国民の間の相互作用・意見交換の状況について多くの理解が得られた。また官僚制と帝国議会との関係についても研究を進展させている。平成20年度には昭和戦時期の議会と官僚についての分析に関連した部分について、その一部の研究成果を公表した。現在進めている研究の多くの部分については現在執筆中の博士論文で近々公表できる予定である。

This study explores the implications of the Showa period in terms of bureaucratic assumptions and institutional responses. The formation of the "time system" is seeking for the first time in the middle of the year. This is the case with Japan and other countries in the past. As a result, Showa's reforms have been integrated into the "Meiji Constitution" system, and the "integrated forces" of the first major European countries have been integrated into the system. For example, in the rural areas of Zhaohe, the tax system was revised and the social reform requirements were changed. The time and place of the event are temporary and permanent. In addition, the Ministry of Foreign Affairs of the People's Republic of China has made great efforts to promote the development of Sino-Japanese relations. The time is right, the meaning is sound, the domestic system is necessary. The research was conducted on the communication of the original research plan, the relationship documents stored in the Constitutional Data Office, the investigation of the official documents stored in the National Public Library, and the organization of the system during the period of integration and management. Policy makers make speeches, data, interactions between governments and citizens, exchange of views, and understanding. Bureaucracy and Imperial Parliament In the 20th year of Heisei, some research results of the parliamentary bureaucracy in the Showa period were published. Now I am writing my doctoral thesis.
