今年度は、(1)天安門事件時のVOA政策の事例研究、(2)米国の対外文化政策の理念の問題、(3)米中文化交流の歴史を実施し、(4)米国の対アジア政策の事例研究に関するプロジェクトにも参加した。(1)天安門事件時のVOA政策の事例研究昨年度までの研究成果を踏まえ、国際文化政策会議において、口頭および論文による研究成果の発表を実施した。本稿の成果は、天安門事件という人権問題に対する、メディアを利用した米国政府の対策について、これまでの研究では言及されてこなかった一次資料やインタビュー調査を用いて、実証的に明らかにしたことである。また、VOAの放送活動に対する中国政府の対抗処置、という受け手側の反応の一部分を検討し、冷戦末期の米中両政府間のプロバガンダ作戦の実態を明らかにした。(2)米国の文化政策の理念の問題研究の成果を論文としてまとめ、『東京大学大学院情報学環紀要』投稿した(審査中)。本論分の成果は、国際関係論の領域の課題として論じられてきた「パブリック・ディプロマシー」研究の潮流の問題点とその背景を、「プロバガンダ」の否定性に着目しつつ、コミュケーション研究の視座から指摘したことである。(3)米中文化交流の初期の歴史初期の米中文化交流の歴史に関する考察を論文としてまとめ、『文化経済学』に投稿した(審査中)。本筋は、米国人宣教師によって設立された在華口頭教育機関が、いかなる経営基盤によって支えられてきたのかという点について、1900年代から1920年代の燕京大学に焦点を当てつつ考察した。(4)米国の対アジア文化政策の事例研究に関するプロジェクトへの参加「冷戦初期アメリカ合衆国の環太平洋地域における情報・産業政策に関する学際的研究」に関するプロジェクトに参加し、『文化冷戦の時代-アメリカとアジア』(国際書院2009年)に収録された論文の翻訳を担当した。

This year, we will participate in: (1) Case study of VOA policy during Tiananmen Square Incident;(2) Conceptual issues of U.S. foreign cultural policy;(3) Implementation of U.S. -China cultural exchange history;(4) Case study of U.S. foreign policy. (1)A case study of VOA policy during Tiananmen Square Incident. The research results of the International Conference on Cultural Policy were presented and implemented. The results of this paper are related to the Tiananmen Square incident and the people's problems. The government's policy and research are related to the Tiananmen Square incident and the people's problems. VOA's broadcasting activities are related to China's government's response, and part of the response from the Chinese government is discussed. At the end of the cold war, the government's response to VOA's broadcasting activities is clear. (2)Paper on the results of research on cultural policy issues in the United States,"Journal of Informatics, University of Tokyo," submitted (under review) The results of this paper are as follows: the topic in the field of international relations theory, the background, the negative focus and the criticism of the trend of research. (3)The Initial History of Cultural Exchanges between China and the United States The Chinese missionaries in this region established an oral education institution in China, and the focus of Yanjing University in the 1900s and 1920s was on investigation. (4)In connection with case studies of American cultural policy, he participated in "Interacademic Studies on Information and Industrial Policy in the Pacific Rim Region of the United States in the Early Cold War" and participated in "The Age of Cultural Policy"(International Academy of Sciences, 2009).
