项目摘要

本研究では、交通に起因する諸問題に対処するための施策として,「モビリティ・マネジメント」が近年注目を集めていることに着目し、「居住地域」や「学校」における取り組みに比べて蓄積が不十分であると考えられる「事業所」におけるモビリティ・マネジメント(職場MM)の実務的な展開に資する学術的・実務的知見を蓄積することを目的として、以下に挙げる研究を実施した。1.欧米における職場MMの事例収集欧米における職場MMの事例についての文献調査を実施し、その成果と課題についてとりまとめた。その上で、今後国内において職場MMが実施される際に検討すべき課題をとりまとめた。2.職場MMにおけるコミュニケーション・ツールの効果分析職場MMにおいて、従業員一人一人の通勤交通行動に関する態度・行動変容をもたらすために用いられる各種のコミュニケーション・ツールについて、その効果を比較するために、京都府宇治市・埼玉県朝霞市において実施された職場MMの参加者を対象に通勤交通に関する態度や行動に関するアンケート調査をMM前後の2回実施した上で、パネルデータを作成し、比較分析を行った。3.「組織的プログラム」導入のための検討職場組織の体制や制度等の変更を通じて、通勤・業務・来訪等の交通の変容を目指したMMプログラムである「組織的プログラム」について、神奈川県酒匂川流域における職場MMの事例を対象に、ヒアリング調査等を実施し、組織的プログラムの導入に向けた課題を整理した。
