本研究の目的は、1996年以降、衆議院の選挙制度として用いられてきた小選挙区比例代表並立制下において、国庫支出金を主とする補助金の各地方自治体に対する配分を手段として利用することによって、政権の維持を可能にしてきたということを実証的に明らかにすることである。財政を拡大しにくい、一様に補助金を減らす方向である場合にあっては、政権与党に対する支持の高い地域ほどその度合いが緩やかであることが明らかとなった。したがって、補助金を手厚くする局面にとどまらず、補助金を減らす局面においても、その配分には政治的な影響がみられるということである。
