人的資本が蓄積されて経済が成長していくメカニズムを持つ3期間世代重複型内生的成長モデルを提示し、賦課方式の公的年金制度の導入が、社会保険料の課し方いかんによって、経済成長に対して中立であったり、促進的であったり、阻害的であったりすることを示し、ディスカッションペーパーにまとめた。それから得られる政策的示唆は以下のようになろう。社会保険料を含め、政府が課税を行う際には、賃金を得ており課税対象となる経済主体が、労働時間外や労働期間外に経済成長を促進する経済活動に従事しているかどうか、それが時間消費的なものであるかどうかに十分な注意を払わなければならない、というものである。また、公的年金制度の規模が同じでも、その負担世代の負担比率が異なれば、経済成長率も異なる可能性があり、政府の規模(国民負担率)と経済成長率との間のマクロ経済的関係についても、新たな視点を提供しているかもしれない。
