前年度にひきつづいて、高等教育質保証システムに対する欧州各国の対応状況の把握と比較、欧州全体での動向の把握を中心に研究を進めた。各国のボローニャ・プロセスへの対応状況をまとめた"Stocktaking"と呼ばれる報告書の2007年度版により、理解しやすい形で各国の対応状況が確認できたが、各国が提出するNational Reportをもとにして付与される進行度の5段階評価の正当性など、得た情報についての精査が必要となった。これについては、当該年度内での研究上の結論が得られなかったため、交付内定を受けた平成20〜22年度科研費若手研究(B)での継続課題に含めたい。あわせて、現地ヒアリング調査として、E4 groupを構成する団体のうちのEUAとENQAの事務局、およびボローニャ・プロセスの事務局に赴き、スタッフの方々から、ボローニャ・プロセスの歴史、行動原理、欧州における高等教育の質保証のあり方に関する見解、E4 Groupとしてのみずからの位置づけに関する考え方などをうかがった(平成19年11月)行動原理として「補完性の原理」や「Open Method Coordination(OMC)」が、意識されているわけではないが生きていることが、ほぼ確認できた。なお、平成20年3月に発足した欧州質保証機関登録制度(EQAR)の動向が、今後もっとも注目すべき関心事になる。ボローニャ・プロセス目標年である2010年より先をどのように展開していくか、これがまたアジアにどのように影響するか、上述の新たな科研費研究を通じて検討していきたい。
