小学校理科の主要内容だが認知発達・学力形成の上で定着に課題がある電磁気関連単元を取り上げ、学習者が授業で行う概念形成の特徴を、教育課程、教師の授業デザイン、時代背景にある教育文化といった諸側面との関わりを探る中で明らかにし、今後の電磁気学習のあり方を考察した。1976年度末(坂元・武村ら実施)・1996年度末(平野実施)に実施した調査をベースに定点調査校(公立校)で実施し、経年間で結果比較を行った。
