项目摘要

本研究の目的は、近年、フランスやいわゆるACT Groupが提案している重大な人権侵害に関わる事態に対する拒否権抑制の行動規範（code of conduct）が、国連の目的・原則に照らしてどの程度正当化されるのかを、各国の国内政策及びグローバル社会における大国の地位と役割に関連づけて詳しく検討することを通じて明らかにしようとするものである。本年度は、まず、2014年6月に日本国際連合学会で報告した内容を、「国際連合における拒否権の意義と限界－シリア紛争における中露の拒否権行使に関する批判的検討－」日本国際連合学会編『国連研究（第16号）』として公表することができた。ついで、この論文を大きく加筆修正した英語論文を、国内外でのいくつかの学会、研究会で積極的に発表した。とくに、2015年6月にはハーグ（オランダ）において、また、同年11月にはゴールウェイ（アイルランド）において、それぞれ拒否権の制約について英語で報告する機会を得た。世界中から集まった多様なバックグラウンドを持つ研究者との活発な質疑応答によって、拒否権を様々な視点から考察する重要性と必要性を強く認識したという意味において、大変貴重な経験であった。今後は、"veto as a right"と"veto as a responsibility"の2つの概念の関係をより精緻化することによって、拒否権研究の理論的な側面を深めていきたい。同時に、シリア紛争の分析で明らかになった保護する責任と体制転換の緊張関係についても掘り下げていく予定である。
