项目摘要

本研究課題三年目の21年度においては、前年度までの成果を踏まえて、消防団協会の活動を通して醸成されていく郷土愛が、市民的価値としての愛国心へと転換するメカニズムについて、総合的な観点から研究した。その際、そうした愛国心の醸成とのかかわりにおいて、いかにして自由主義を体現していたはずの市民的ボランティア組織が、郷土の社会秩序全般を担う存在として、官憲権力に次ぐ重要な位置を占めるようになったかについて検討した。特に、郷土愛から愛国心へと読み替えられていく1900年前後の時代を中心に、収集した史料から有志消防団とドイツナショナルなアソシエーション(自発的結社)との社会関係をてがかりに分析した。そこから市民団体が愛国心を不断に醸成させる役割を担わされる論理の理解には、「規律」と「田舎」と「お金」という三つの論点が特に重要であることを突き止め、国家、国民及び市民の関係性について考察を展開した。その結果、「官」に限りなく近い存在として、社会的政治的な認知を求める努力を強いられる有志消防団が、実際には自己に内在するその自由主義的性格から官立にはなり得ないという矛盾したメカニズムが明らかとなった。また、官立に比べどうしても「二流市民」的立場に位置づけられてしまうゆえの屈折した市民的郷土愛が、国民主義的な意識が高まる帝政末期においては、ユダヤを排していくだけでなく、安価な国民意識の醸成の道具として逆に「官」によって利用されていく論理を歴史的に探究した。こうした考察の過程で、「官」と「民」の「間」という視座の検討が必要であることも判明したため、この点をさらに論究し、自由主義を考察する際の理論的なアプローチの方法として新たに問題提起した。これらの研究成果は、2009年6月に開催された日本西洋史学会をはじめ、さまざまな研究会での研究発表において反映させた。
