项目摘要

本年度は優秀若手研究者海外派遣事業の助成を受け,米国・ニューヨーク大学に滞在し,ホームレス問題のガバナンスに関する理論研究と,ホームレス問題についてのフィールドワークや実態的研究を実施した.第一に,ホームレス問題のガバナンスに国家レベルの資本主義の特性がどのような影響を与えるのかについて,比較分析のフレームワークを構築し,日本のホームレス問題とそのガバナンスを位置づけた.日本資本主義が危機を迎えるなかで,ホームレス問題に対処するガバナンス構造の構築は,経済的・政治的に絶え間ない圧力にさらされ,国家制度の枠内での再分配の政治に加えて,再分配の政治の外側でのホームレス問題の「解決」,すなわち公共空間でのホームレスの人々の生活の容認が,目指されなければならないと分かった.以上の理論と分析は,単著の英語論文"Times and Spaces of Homeless Regulation in Japan, 1950s-2000s : Historical and Contemporary Analysis"としてまとめ,国際誌International Journal of Urban and Regional Researchに投稿し,現在は査読結果を待っている.また同様の内容を、「ホームレス問題の都市化という調整」としてまとめ、刊行予定である。第二に,日本の都市におけるホームレスの空間的・制度的分析を、神奈川県平塚市に焦点を当てて実証的に行った。この研究内容は、町村敬志(編)、「進化する空間管理、戦略化する野宿生活、リスケールされる都市」『叢書現代の差別と排除第2巻都市・空間・労働』明石書店の一部として刊行予定である。第三に、ニューヨーク・マンハッタンにおいてフィールドワークを2010年に、計20日間実施した。

This year, we received support from outstanding researchers in overseas deployment projects, and conducted theoretical research and practical research on research problems related to research in universities in the United States. The research contents include: Takashi Machimura (ed.),"Evolution of Spatial Management, Strategic Transformation of Rural Life, and Urban Development","Modern Differences and Exclusion", Volume 2, Urban Development, and Urban Development ", a book published by Akashi Bookstore. The third is to be implemented in 2010.
