项目摘要

本研究の目的は、自然災害発生後の国際緊急援助活動において、複数事例を比較することでガバナンスに情報の流れが果たす役割を分析することである。なお、「ガバナンス」とは、主体(アクター)が意図的・自発的に「情報の流れ」を構築し、国際緊急援助活動・災害復興を達成しようとする行動パターンである、とする。平成20年度では、「クラスター・アプローチ」と呼ばれる制度で国際緊急援助分野のアクター間の情報の流れが公式化されていることが判明した。そこでまず、クラスター・アプローチ制度が実際に適用されたバングラデシュの事例を調査した。平成21年度(本年度)は、交付申請書に記載したとおり、ドミニカ共和国をバングラデシュとの比較事例として選定し、支援関係者への調査を行った。調査の結果、クラスター・アプローチ制度が適用されたにもかかわらず、ドミニカ共和国での援助活動には課題が多く観察されることが判明した。そして、バングラデシュとドミニカ共和国の比較から、クラスター・アプローチ制度の有効性や機能について、当初の制度設計通りの効果を発揮していないのではないか、という疑問が浮かび上がった。そこで、この制度ではない類似の調整方式や、過去の調整方式との比較を行い、クラスター・アプローチ制度の特徴を相対的に明らかにするよう試みた。結果、クラスター・アプローチ制度は、調整方式の真新しさや、調整の実質的な価値という点からは肯定的に評価されないことがわかった。それよりも、グローバルレベルで11種類の支援分野を再編してそれらを常設とし、歴史的背景を踏まえてグローバルレベルの各支援分野のトップに主要な国連機関を任命し、国レベルでも基本的にはグローバルレベルに沿うべきとした点こそ特徴的である。以上の研究成果の意義・重要性として以下のようなことが考えられる。既存の先行諸研究はクラスター・アプローチ制度を所与のものとして捉えてきた。しかし、本研究はこの制度を相対的に分析しなおした点がユニークである。また、クラスター・アプローチ制度の制度が普及すると支援資金の配分額が増加するという傾向があり、制度普及を図るアクターと、制度を受容するアクターの間で利害が一致して、この制度が使用され続けている秩序が保たれているという考察を得たことは、国際関係論におけるガバナンス論への貢献であると考えられる。
