项目摘要

本研究は、アメリカの主要な一流メディアが国際ニュースを生産する際に、どの程度そのニュースによって議会における政治課題に影響がもたらされるかを論じることである。先行研究では、国際ニュースがどのような時期に、そしてどの程度まで政府の政治課題を決定づけているのかをみているが、それらの大部分が暴力的な紛争のケースに焦点を当てており、国際ニュースに特有のバイアスが含まれる日常的なニュースの生産に関しては顧みられていない。Cook(2005)は、日常的なありふれたニュースの結果から、国内問題の課題設定に関する考察をおこなっているものの、国際ニュースの文脈での分析ではおこなっていない。そのためCookの分析枠組みを国際ニュースの文脈で分析する。1994-2000年迄に、アメリカでおこなわれてきた中国に最恵国(Most Favored Nation)の地位を与えるかどうかに関する議論をケースとして用いる。本研究は、3つのニュースソースのデータを用いる。それらは、New York Times、Washington Post、Associated Pressである。議会の活動に関しては、議会図書館のトーマスアーカイブ(Thomas Archive)のデータを用いる。分析の第一の目的は、中国の最恵国に関する問題が、クリントン政権の戦略を反映したものなのか、それとも独立したものなのかを立証することにある。第二の目的は、New York TimesやWashington Postの記事が、組織バイアスをともなっているのかを検証することにある。第三の目的は、New York Times、Washington Postの記事には、議会活動の議題を設定するための能力があるのかどうかを検証することにある。結論として、本研究の学術的貢献は今回のケースにおいて、どのような国際ニュースが議会の活動を予測できたか、そのニュースは議会の活動を予測するために組織バイアスをともなっていたか、そして独立した報道が多少なりとも組織的バイアスをともなった報道に影響を与えていたかを立証することにある。
