项目摘要

本研究は、政治行政と経済の交錯する領域を対象とし、国際比較の観点から日本の規制システムの特徴を析出しようとする試みである。特に規制による保護と競争という相容れない政策目的を内包する現代日本の政府カルテルの不安定性を、産業の動態を含めて実証的に分析するものである。これにより、以下の点を明らかにすることを目的とする。第1に、従来、特定利益に基づく生産者中心の政策形成が指摘されてきた日本の規制政治を対象として、その生産者カルテルの揺らぎの実態と多様化を実証的に示す。第2に、こうした多様性を生み出す政治的論理を解明する。そして第3に、その多様化の政治学的意義として、政官業関係におけるプリンシパル=エージェントモデルを再検討し、その適用条件を提示することである。本年度は、前年度に試みた個別産業のカルテル維持と崩壊に関する比較事例研究のみならず、「生産者カルテルの揺らぎ」全体を計量的に捉える分析に着手した。特にカルテル態様を説明する要素として、生産者レントとアクター間の集合行為コストに着目し、その操作化された変数として、内外価格差(レント)、集中度(HHI : ハーフィンダール・ハーシュマン・インデックス)、生産性といった産業データ・をもとに各々の傾向を把握し、その関係性の分析を試みた。その結果、第1に、生産者レントを比較的長期にわたり維持してきた農業セクター、減少させている製造業セクターといったように、産業ごとの態様にばらつきが観察されている。第2に、集中度に関しても、時系列で見て次第に集中度を高めている産業(医薬品産業等)と、逆に拡散している産業が存在することが確認されている。なお、本研究内容については、2014年4月にMPSA(アメリカ中西部政治学会)にて"Fluctuating Coalitions : Explaining the Decline of Producer Cartels"と題する研究報告を行った。ただし、現状は、製造業、農業、医薬品産業等を検討素材としての個別分析は進めつつも、産業全体のパネルデータセット構築段階にある。今後はこのデータセットを構築・分析の上で、現代日本の生産者カルテル全体の揺らぎを検討し、理論枠組みと実態との整合性を確保することが求められる。
