As the advancement of Global economy, with the tariff reduction, in rural areas it has many challenges to achieve sustainable land use and appropriate crop production and crop rotation system. This study summarized case studies, based on the benefit evaluation method in environmental economics, theoretically and practically. Adding the poverty reduction aspect, the small-scale infrastructure development as common pool resources, was found to be significant to the maintenance of common forest resources. It enables to respond to risks through social networks. The field works have been made in Thailand and the Philippines.

随着全球经济的发展，关税的降低，在农村地区实现可持续的土地利用和适当的作物生产和轮作制度面临着许多挑战。本文以环境经济学中的效益评价方法为基础，从理论和实践两个方面对案例进行了总结。除减贫方面外，小规模基础设施发展作为共有资源，被认为对维持共有森林资源具有重要意义。它能够通过社交网络应对风险。在泰国和菲律宾进行了实地工作。
