项目摘要

本年度実施した主たる研究内容は以下の2点である.1)少子高齢化を迎え社会構造が大きく変化しつつあり,将来の自治体が目指すべき将来像や,政策の方向性を定める総合計画や都市計画マスタープランにおいては,人口フレームが設定されるのが通常である.そこで,北関東3県(茨城県,栃木県,群馬県)の全112市町村の総合計画を冊子ベースで収集し,総合計画における目標人口と国立社会保障・人口問題研究所による趨勢人口を比較した.過大推計の度合いを数値的に把握し,どのような自治体が過大推計しているかといった要因分析を実施した.2)地方交付税額の算定には市町村面積に依存する要素があり,複数の市町村に跨る未定境界地域であった湖などで境界を設定する動きがみられる.境界確定の手法には近年「等距離線主義」手法が採用されるケースが多い.そこで,この手法により配分される地方交付税の推計を行い,市町村の現状や湖との関わり方を整理した.その上で湖境界の確定によって増加する地方交付税配分について考察した.等距離線主義の湖分割のみによる交付税配分では,湖に関連する費用負担を反映した配分を実現できないことを,霞ヶ浦・北浦を例に示した.湖分の増額交付税については湖境界の内側・外側に要する事業費用の拠出を算定した後,各市町村の一般財源として振り分けることが,環境保全・持続可能社会の形成に向けて必要であることを示した,水際線からの湖バッファー・陸バッファーという,湖への交付金の新たな再配分を提示した.
