项目摘要

本研究は、地域環境の再生に向けて、当該地域で培われてきた現場知を環境社会学的な調査による記述と分析により組織化し、それを基軸としながら地域環境の再生モデル構築及び政策提言していくことを目的とする。本年度は地域環境の再生モデルに関する調査研究を、北海道鶴居村のタンチョウ、徳島県上勝町の里山再生を事例に実施した。北海道鶴居村で、現場知や組織主体を統合する社会的仕組みとして機能しているNPO活動に関するフィールドワークを実施した。地域内でNP0が生物調査や聞き取り調査を実施することで、地域内の自然資源と人的資源をつなぐ中間的な組織として機能している。中間的な組織が存在することにより、現場知の組織化とその活用が可能になり、地域再生につながっている。NPO中間組織型の再生モデルと考えられる。鎌田磨人氏(徳島大学)を講師として招聴し、徳島県上勝町の里山再生に関する研究会を開催した。里山再生に関する人的ネットワークの構造分析が示され、複雑なネットワークが形成されることにより、地域の人的資源の活用可能性が高まることを議論した。さまざまな主体や機関、価値観をつなぐコーディネーターの重要性が確認された。研究会を踏まえ、上勝町で多様な地域資源に基づく複業による里山再生に関するフィールドワークを実施した。複業は地域資源の利用の多様性を保全するとともに、リスクを軽減する生活様式という点で地域再生に向けた意義をもっている。複業型の再生モデルと考えられる。現場知を基軸にした地域環境の再生モデル構築に向けて、(1)NPOのもつ中間組織的機能、(2)人的ネットワークの複雑さ、(3)複業という生活様式という3つの論点が析出された。いずれも曖昧で複雑で組織化しにくい現場知を社会的に共有可能にする社会的仕組みである。今後、フィールドワークに基づきこうした論点を深め、地域環境の再生のモデルを提案していく。
