项目摘要

本研究の目的は、絶滅危惧種を「見せること」が「守る」ことにつながる方法を創出することである。シマフクロウとコウノトリとトキという異なる絶滅危惧種を対象に、対象種や生息域への影響といった「生態学的問題」と協働と合意形成という「社会学的問題」を同時に考える学際的アプローチにより、絶滅危惧種の保全と利用サイクルの実現を可能とする順応的ガバナンスの要件を明らかにする。この目的に従い、第１に関係者の協働と合意形成が可能な到達点、第２に協働と合意形成に基づく絶滅危惧種への負の影響を最小化する「見せて守る」方法の構築、第３にその方法を持続可能なものとする順応的ガバナンスの要件の解明を目指す。これまでに以下の研究を進めてきた。第1に知床(シマフクロウ)、佐渡(トキ)、豊岡(コウノトリ)、という国内3地域において、関係者への聞き取り調査を実施し、絶滅危惧種の観光利用の目的、利害関心、関係者のネットワーク構造を把握し、保護関係者と地域の関係者の主張の共通点と相違点を明らかにした。第2に観光利用による影響が懸念されているシマフクロウの生息地域において、ポストコロナ時代を見越したIT技術を活用した「生息地に見に行かない見方」を実験している。具体的手法は巣内画像及び採餌場所の画像に解説記事を加え、インターネット経由での配信である。閲覧者から感想・意見を収集し、画像配信による見せ方の効果を検証している。第3にインターネットおよび札幌市で野鳥観察に関するアンケートを実施した。
