旧ソ連の体制の下で中央アジアの教育システムは発展し、かなり高い水準になっているが、市場経済化の進展の下でより有効に機能する教育システムに改善してゆく必要性に直面している。基礎教育の面では教育の質的な改善と教員の質の改善が必要とされている。また、旧ソ連の計画経済体制下において中等レベルの職業教育が発達していたが、従来の職業教育は市場経済の下では必ずしも有効でなかった。移行経済において、職業教育の収益率は大学教育に比べると極めて低く、職業教育と大学教育の今後の発展に対して提言するための基礎的な研究が必要とされている。人的資源開発研究の視点からの本研究の目的は、教育の質や効率性を深く分析することにより、グローバル・イシューである人的移動に伴う社会問題を明らかにすることである。最終年度となる22年度は、ウズベキスタンにおける人的移動に関する文献調査を行うと共に、アンケート調査を行った。また、ウズベキスタンの労働省や国連機関が持っている人的移動や労働市場の現状やソ連から独立後の人的資源開発計画をレビューした。これまでどのような政府の開発計画のもとで、どのように移行経済と人的資源開発が平行して、または優先順位をつけられ開発が行われてきたのかを政府、研究機関および援助機関の二次資料により明らかにした。また、今後の経済発展の優先課題と、国家の理想とする経済型について現状から把握できる方向性を指摘できるように、産業構造や教育機関と労働市場の関連性についてもマクロ経済的な視点から分析を行い、国家の優先課題と開発計画の誤差を分析した。今後、本研究結果を学術論文にまとめる予定である。

Under the old system, the central education system has developed, improved, and improved under the development of market economy. Basic education is essential for improving the quality of education and teachers. Under the old planning system, vocational education in the middle and lower levels will be developed, while vocational education in the future will be developed under the market system. The income rate of vocational education is lower than that of university education, and basic research is necessary for the future development of vocational education and university education. The purpose of this study is to analyze the quality and efficiency of education, and to clarify the social problems associated with human mobility. In the final year of 2012, the survey was conducted in relation to the movement of people. The current situation of human mobility and the development plan of human resources after independence have been revised. The government's development plan is parallel to and prioritizes the development of human resources, and the government, research agencies, and aid agencies are secondary data providers. This paper discusses the priority issues of future economic development, the state's ideal, the current situation, the orientation, the relationship between industrial structure, educational institutions and the market, the viewpoint, the implementation, the state's priority issues, and the error analysis of development plans. The results of this study are expected to be published in the future.
