This research project focuses on the local area council system("Chiiki-Jitchi-ku") based on the Local Autonomy Act, which promotes participation of residents in providing some sort of the public service in their living place. As the result of the research and analysis, we show the effectiveness of the induction for coalition of local residential groups, and the grants for the platform-like organization, which made by the municipal government. These policies encourage the citizens' activities for tackling the local problem, and the discussion in the local area council. We also find some conditions of facilitating the community activity. First, some people recognize a local problem with a sense of crisis. Second, residents take notice their cost, and the scarcity of resources. Third, citizens respect their local council as the field of discussing the local problem. Fourth, local people eliminate the overlap activities performed by various local groups, in order to maintain the sustainability of their projects.

本研究项目的重点是根据《地方自治法》建立的地方理事会制度（“Chiiki-Jitchi-ku”），该制度促进居民参与在其居住地提供某种公共服务。研究结果表明，市政府对社区团体联盟的引导和对平台型组织的赠款是有效的。这些政策鼓励公民为解决地方问题开展活动，并在地方理事会中进行讨论。我们也发现了一些促进社区活动的条件。首先，一些人认识到了一个具有危机感的局部问题。第二，居民注意到他们的成本和资源的稀缺性。第三，公民尊重他们的地方理事会作为讨论地方问题的场所。第四，当地人消除各种当地团体开展的重叠活动，以保持其项目的可持续性。
