本研究は、政策提言を目指した基礎研究であり、南における大学の役割、および南北の情報交換のネットワーク構築についての実地調査を行った。後者では、南の大学を手段とするような南北それぞれの地域の政策について調査を実施した。フィールドとしては、中東に加えて中国、日本についても研究した。なお、地球環境についての世界的関心を踏まえて、これに関する極地研究での南北の大学の役割も視野に入れた。平成23年度は、以上の研究の総括を行った。具体的には、大学のガバナンスと中東におけるトランスナショナルな関係に関する論文を執筆した。さらに、ガルフリサーチセンターが7月に英国ケンブリッジで開催した会議にRasmusが出席し、中東における市民政策と学生の経験を発表した。また、極地についての南北の大学の役割についてでは、6月にRasmusがアイスランドのAkureyri大学を訪問し、「極地の社会科学についての第7回国際会議」で発表した。本年度新たにテーマに加えたリスクと南北の大学の役割の問題では、6月に大阪で実施された科学技術社会論学会のシンポジウムに中島が出席し、福島の原発事故やAT(もう一つの技術)を含む課題について討議した。以上の研究、特に南北の大学の関係の研究で特に判明したことは、アメリカの大学が中東で行使している影響力は、その独自のガバナンス組織にあるということである。それでも産油国の場合には、自国の非営利団体の力を媒介に米国からの影響をある程度双方向的に活用することができる。このことは、非産油国では難しい。これとの比較で言うと、戦前のミッション由来の中国の清華大学では、政治体制が変わっても影響は双方向的であることが判明した。日本の場合には、ミッション系の大学は長い間に日本社会に溶け込んでしまい、ミッションの出身母体の国の影響力が失われるのとは対照的である。

This study is aimed at basic research, policy recommendations, and practical research on the construction of information exchange between South and North universities. The latter is carried out by means of investigation into the policies of both the North and the South.
