项目摘要

本研究では、2000年代以降の英国労働党による社会統合政策の柱となる「コミュニティの結束」概念が公教育にもたらしたインパクト、また今後の同国の社会的統合の実現にいかなる可能性と影響力をもつのかという点をエスニック・マイノリティ教育の事例分析を通して検討した。本年は、主に1997年から2010年の同党政権下の教育政策と同概念の理論的背景となった現代コミュニタリアニズム思想と実際の政策の関係性をこれまでに実施したフィールド調査の結果と関連させ、整理、分析した。社会の多様化が進行する今日、従来の公教育の理念・あり方にも再検討が求められる。英国では、1980年代以降多文化主義教育に関する議論が繰り返されてきたが、2001年代に大規模な人種間暴動が発生し、その結果政府は再転換を迫られ、新たな人種政策の柱として「コミュニティの結束」概念を導入、推進した。これは、「社会資本」により分離を是正しようとする社会統合政策であり、公教育においても「コミュニティの結束」への貢献が義務化された。しかし、同政策では、国家への帰属に力点がおかれる点で、ナショナリズム的社会統合の概念への逆行ではないかという疑問が生ずる。また、文化的多様性と社会的結束の対立においては後者がより重要視されているが、多文化の共存にあたっては、両者が相互に補完し合うことが肝要である。人々が共有するべき「共通の価値」が誰の価値観を基として形成されているか、マイノリティのマジョリティへの「同化」とは如何に異なるのか、マイノリティ児童の教育の権利、平等の問題とも関連づけ、今後も引き続き検討する。
