In 1970's, European Communities(EC) intended to promote monetary integration and detente, which would be contributed to deepen the European economic integration. Such deepening on economic field demanded parallel deepening in political integration. On the other side, EC had problem of the weakness of community control to the member states in the Comitology mechanism during this period. This weakness of the Community power brought the transformation of functional and institutional framework of control in Comitology. These dual transformations of EC in external and internal dimension suggested formative process of autonomous governance structure of EC in 1970's.

20世纪70年代，欧洲共同体（欧共体）试图推动货币一体化和缓和，这将有助于深化欧洲经济一体化。这种经济领域的深化要求政治一体化的深化。另一方面，欧共体在这一时期的委员会机制中也存在着对成员国控制不力的问题。这种共同体权力的弱化带来了共同体学控制的功能和制度框架的转变。电子商务在外部和内部两个维度上的双重转型，反映了20世纪70年代电子商务自治治理结构的形成过程。
