The aim of this research was two-fold. One aim was to analyze the factors that led to the formation of private governance systems involving NGOs and firms in issue areas where public governance systems already exist, and the other was to specify the conditions that enable the two types of governance systems to work in tandem with each other in a complementary manner. In regards to the first question, this research has found both the fragmented nature of public governance giving priority to economic goals over social goals and the presence of a “normative void” within the social realm to be the contributing factors, and with respect to the latter question, the research has tentatively concluded that the formation of knowledge that prescribes suitable roles for each system based on the recognition of their respective limits is required.

这项研究的目的是两个方面。一个目的是分析导致在已经存在公共治理系统的问题领域中涉及非政府组织和公司的私人治理系统的因素，另一个是指定使两种类型的治理系统能够以完整方式相互同时工作的条件。关于第一个问题，这项研究既发现公共治理的分散性质，优先考虑经济目标而不是社会目标，而在社会领域内的“规范性空白”的存在是成为促成因素，并且在以后的问题上，这项研究得出的结论是，根据其相对识别，规定了适合每个系统的知识的形成，则需要对其相对识别。
