In this research project I analyzed the history of foreign cultural policymaking process in Germany, and considered how “culture” has been used and objectified in the management of international relations. I found out that the formulation and practice of German “liberal foreign cultural policy”, symbolized by broad concept of culture, partnership-based cooperation, etc., were hindered by conflicts and confusions in policy process. I named such difficulties in international cultural policie s “politics of culture in international relations,” and concluded that they are caused by political intentions of various actors, organizational egoisms, inter-ministerial rivalries, etc.

本研究分析了德国对外文化政策制定过程的历史，并思考了“文化”在国际关系管理中的运用和对象化。笔者发现，以广义文化观、伙伴式合作等为标志的德国“自由主义对外文化政策”的制定和实践，政策过程中的冲突和混乱阻碍了这一进程。我将国际文化政策中的这些困难命名为“国际关系中的文化政治”，并得出结论，它们是由各种行动者的政治意图、组织利己主义、部门间的竞争等造成的。
