The governance function is very central to achieving human development. The circumstances around the human development have been worsening. Impoverished children have lower than average achievement and higher the average dropout rates. Under the unequal socioeconomic structure many young people are growing up hopeless. Concequently the current agenda of imperatives confronting people includes rescuing human development of at-risk people especially children. Various supporters such as teachers, child care workers, social workers, health doctors and nurse work together and create the new notion of human development which is shared among those supporters.To link schools and social services new education-welfare governance structure has estended the school board functions to the child welfare. Integrating services once provided by separate government will result in substantially better services for children than the sevices provided by separate organizations which do not collaborate.

治理职能对于实现人类发展至关重要。人类发展的环境一直在恶化。贫困儿童的成绩低于平均水平，平均辍学率较高。在不平等的社会经济结构下，许多年轻人在绝望中成长。因此，目前人们面临的当务之急包括拯救处于危险中的人，特别是儿童的人类发展。各种支持者，如教师、儿童保育工作者、社会工作者、保健医生和护士共同努力，创造了人类发展的新概念，这些支持者共同分享。为了将学校和社会服务联系起来，新的教育福利治理结构将学校董事会的职能扩展到儿童福利。将曾经由单独的政府提供的服务结合起来，将大大优于由不合作的单独组织提供的服务。
