项目摘要

研究者の博士論文では,フランスの特徴的な3つの地域の比較をしているが,このために必要な作業としてフランスの首都であるパリ周辺地域でフィールドワークを行った.平成24年の6月の後半から7月にかけてフランス,パリに短期滞在し,現地の内務省国土整備局DATARの文書センターを中心に文献の閲覧や収集を行い,加えて都市政策や経済政策の関係者にインタビューを行った.この調査では,「フランス政府による首都圏地域への注目の動向」を明らかにするために,近年に創設されたグラン・パリを重点的に調査した.また,この地域圏にある「競争力の極」であるシステマティックについても調査を行った.フランスの中でも最も国際競争力を発揮できるとされるパリ周辺地域は,フランスの国土政策においても重要視されており,地方政府である地域圏とフランス中央政府が政策の策定プロセスにおいて対立したことが明らかになった.地域の社会経済的条件によっては地域圏以外の自治体や政策主体が主導したほうが,効率的である可能性が明らかになったといえよう.また博士論文の執筆を行った.博士論文では,フランスにおける地方分権の進展の中で新たに注目されてきた地域圏を対象地域とし,複数の地域政策を取り上げ,政策形成過程や事業内容,予算配分などにおいて,各層の政府がいかに関わってきたかを明らかにするとともに,地域政策が地域の競争力強化に果たしてきた役割と課題を検討することを目的とした.博士論文から得られた知見として,地域政策を行う場合,政策の対象の特性を考慮し,適切な政府間関係を構築しなければ,地域政策の効果的な運営は不可能であることが明らかになった.一律な権限の委譲ではなく,地域政策の遂行に適した政府間関係の構築が必要であり,柔軟な関係を構築することが,地域の競争力を強化するより良い方法といえるであろうということを指摘した.
