项目摘要

わが国を初め先進国の厳しい財政事情の中、持続的な経済成長を実現するために、民間部門が創出するイノベーションに対する期待が高まっている。とりわけ新たな付加価値を創出し、社会的な課題解決にも資するようなプロダクト・イノベーション(新製品・新サービスの市場投入)には大きな政策的関心が寄せられている。本研究は、わが国で実施されたイノベーション調査の結果を用いて、民間企業によるイノベーション活動の実態を定量的に把握した上で、それを踏まえてイノベーション政策の現状評価と見直しの方向性への提言を行うことを目的としたものである。本年度は企業間の技術取引や消費者との相互関係(特にユーザーイノベーション)を踏まえ、民間部門におけるプロダクト・イノベーション活動を多面的に捉える形で実証研究を行った。具体的には、イノベーションに関連する種々の企業活動とイノベーション成果の関係を捉える方程式のシステムを定式化し、内生性バイアスの問題を回避する形でパラメータを推定した。イノベーションに関連する活動としてとりわけ着目したのは、他主体(他企業、消費者)との間で行われる技術や情報のやり取りである。計量経済学的手法に基づいた分析の結果、アライアンスやコンソーシアムを通じた企業間の技術授受や消費者との情報のやり取りが、プロダクト・イノベーションのアウトカムを規定する上で無視できない役割を担っていることが明らかになった。伝統的なイノベーション政策の議論は特許などの法的保護手段や研究開発補助金などの公的助成を対象としたものに偏っていたが、これらは技術・情報の流出を抑制することや流出した分を埋め合わせるという考え方に基づいたものである。対して本研究の結果は、技術・情報のやり取りを積極的に捉える視点が今後のイノベーション政策に必要とされることを示唆している。

In the early years of China's development, the financial situation in China, the sustained economic growth, and the high expectations of the private sector have been created. New products, new services, and market input are the main concerns for the creation and solution of social problems. This study aims to quantitatively assess the status quo of the country's implementation of the policy and to provide guidance on the implementation of the policy. This year, we conducted research on technology acquisition among enterprises and consumer interaction (especially in the private sector). The specific relationship between business activities and results is formulated and the endogenous problem is avoided. The activities related to the development of the enterprise are related to the development of the enterprise, and the development of the enterprise. The results of basic analysis of metrology methods, communication between enterprises, technology transfer and consumer information, and regulation of the use of technology in the management of enterprises are discussed in detail. The discussion of the policy of the system includes the protection means of the law, the research and development grant, the public assistance target, the control of the outflow of technology and information, and the combination of the two. The results of this study are positive, technical, and information support, and future policy support is necessary.
