本研究は、明治期における「転向」の学者として知られる加藤弘之の国家主義思想を解明することで「明治国家の思想」の形成―変容過程を明らかにし、新たな明治国家像を提示するものである。加藤弘之は、初代東京大学綜理、教科書調査会会長等を歴任し生涯にわたって文部行政の枢要な地位に在り続け、また元老院議官、貴族院議員として明治国家の形成を担った重要な人物の一人である。それだけでなく、天賦人権論者から「優勝劣敗」の思想家へ転じた「転向」の学者としても知られ、近代日本思想史を解明する上でも重要な人物である。そのような人物の国家主義思想の究明することで、明治国家とは何であったかという問いに一つの答えを提示できるといえよう。本研究の具体的な課題は、第一に、加藤の言動を政治史的文脈に還元して同時代的位置づけを明らかにすること、第二に、加藤の知的基盤である東京大学（書生社会）に着目しその知的環境を分析すること、第三に、加藤の国家主義思想の根幹にあった「進化論」を解明し、初期の立憲政体論から最晩年の「族父統治論」にいたる思想形成の過程を明らかにすることである。昨年度は、雑誌論文および博士論文を執筆することで、上記の課題を解決した。第一の課題に関して、元老院会議における地方自治制関連法案審議、貴族院会議における民法、条約改正論等に関する審議を分析し加藤の政治的立場を剔出した（博論第3、5章）。第二の課題に関して、加藤が主宰した雑誌『天則』の誌面をメディア史的手法によって分析し、書生社会における思想の「横」の広がりを把握し、明治憲法制定から日清戦争までの「進化論」と「日本主義」の関係を考察することができた（雑誌論文、博論第4章）。第三に、従来「転向」とされてきた加藤の思想を進化論思想の展開として捉え直し、それを基底として国家思想がいかに構築されたかを明らかにした（博論第1～5章）。

This study is aimed at explaining the formation process of Meiji State Thought by Kato Hiroshi's nationalistic thought and suggesting the formation of Meiji State Image. Kato Hiroshi, President of the First Tokyo University, Chairman of the Textbook Research Committee, etc., served as an important person in the formation of the Meiji State as a member of the Senate and a member of the House of Lords. The scholars of "the best and the worst" and the scholars of "the best and the worst" are the important figures in the history of modern Japanese thought. The study of nationalist thoughts of Meiji people is clear, and the Meiji country is clear. The specific topics of this study are: First, Kato's speech, the context of political history, the position of contemporaries, the analysis of the environment of Tokyo University (literati society), and the explanation of the roots of Kato's nationalist thought The theory of constitutional government in the early years and the theory of patriarchal government in the late years Last year, he wrote a doctoral thesis and wrote a paper to solve the problem. The first topic is related to the consideration of bills related to local self-government at the Senate session, the analysis of civil law and treaty revision at the Senate session, and the elimination of Kato's political stance (chapters 3 and 5 of the paper). The second topic is about the analysis of the historical methods of Kato's dominance of the "Tensei" issue, the understanding of the "horizontal" thinking of the literati society, and the investigation of the relationship between the "evolution theory" and the "Japanism" since the Meiji Constitution was enacted (Chapter 4 of Kato's paper and blog discussion). The third is the development of evolutionary thought, and the foundation of national thought (chapters 1 - 5).
