本研究は、戦時労働力動員の歴史的位置を把握するために、「動員される側」の視点から動員の実態をとらえることをめざしてきた。第2年度目となる今年度は、具体的なフィールドして、神奈川県川崎市を設定し、なかでも東京芝浦電気の各工場に注目して研究を進めた。具体的には、戦時下における民衆の生活の場としての地域社会構造の調査を進めつつ、労働力動員の実態と人間関係の実態、戦後への展望について検討した。また、「動員される側」の生活実態を把握する一つの方法として、隣組関係の史料に着目し、広く収集するとともに、その分析に努めた。本研究で明らかになった点は、大きく分けて以下の3点である。第一に、戦時下の労働力動員政策の下で、労働者たちが食料や生活資源の獲得のために、それぞれがもつネットワークを活かして奔走する過程で、権力への不信感が増幅し、さらにその不信感が顔と顔との関係を通して広く共有されるかたちで、総力戦体制の求心力が失われていく経緯が明らかとなった。第二に、そうした戦時下を生き抜くための労働者たちの社会的結合や生存のための諸実践は、そのまま戦後の出発のあり方を規定する側面を有しており、とりわけ戦後初期の労働運動の高揚の契機として位置づけられることが明らかとなった。第三に、隣組に関する諸史料を検討した結果、戦時体制が科学性・合理性・平等性の論理の下に民衆生活を把捉し、徹底して無駄を省かせることで「余剰」を獲得していく様相が明らかになった。隣組は、「動員される側」にとって、第一義的には収奪の場であったといえる。以上のように、本年度は、具体的な史料に基づいて、地域社会における労働者の存在形態や人間関係、意識動向について分析を深めることができた。本研究課題の最終的な目的の一つである、総力戦体制を把握する新たな理論的枠組を構築するにあたって、一定の素材を提出できたのではないかと考えている。
