本研究では、戦時下の日本における日雇労働者の動員・組織化政策の特質を解明するため、日雇労働者を組織化し、動員・再配置するために設立された官製団体=大日本労務報国会の活動実態について検証し、また、地域の労働力動員関係の資料から、動員の実態を明らかにする作業をおこなった。具体的にはまず、東京大学社会科学研究所所蔵の「産業報国運動資料」マイクロフィルムに所収されている、大日本労務報国会関係の資料を収集し、同会の組織・機構や財政状況、具体的な施策などを検討した。従来の研究においては、ほとんど具体的な活動状況が明らかになっていなかったが、本資料をもとに分析した結果、北海道から沖縄まで全国各地に道府県労務報国会が設置され、さらにその下には支部が設置されるなど、幅広い組織体制で日雇労働者の把捉を試みていたことが明らかとなった。また、勤労挺身隊員の処遇改善や家族援護などの活動で重要な役割を果たしていたことも明らかとなった。これらの事実は、家族経営や「科学的」な労務管理の導入などによって特徴づけられる常傭労働者の処遇改善とも連関性を持つものであり、日本における戦時労働力動員の特質の一端を示すものといえる。つづいて、日雇労働者の地域における具体的な動員実態を明らかにするべく、行政関係の資料の残存状況が良好とされる徳島県神山町郷土資料館で、「神山町旧村役場文書」の調査を行った。その結果、当該地域における国民徴用においては、日雇労働者層が重要な給源の一部を占めており、実際に徴用が実施されていたこと、家族に対する援護事業も一定程度行われていたことなど、ミクロレベルではあるが、貴重な事実が明らかとなった。
