项目摘要

本年度は、これまで継続的に調査してきた二つの調査内容を継続して行った。一つ目は対象地域おける生業/収入獲得活動の実態把握であり、二つ目は外部者が地域の資源に介入することで資源利用をめぐる近年の権利関係の変容把握である。一つ目にかんしては、2013年に開かれた焼畑用地面積の実測、狩猟・漁労活動や農耕における共同労働の参与観察をし、バナナの栽培に関する部分について研究成果を一本出した。二つ目にかんしては、これまで追ってきた開発行為となる住民主体の木材伐採プロジェクトはすでに終了していたので、その後に人びとが木材伐採を継続しているとどうかという点とその理由について新たに調査した。そして地域社会内の動態だけではなく、外部者となるプロジェクト実施側にたいして活動内容の聞き取りや事務所を訪問しての資料収集を行った。調査の結果を踏まえて、外部者によって先住民復権のために土地の境界(先住民コミュニティ)が強調されたことにより地域社会内では森林資源をめぐって権利関係が重層的になってきている実態があると考察し、その内容について国際コモンズ学会(International Association for the Study of the Commons : IASC)での口頭発表をした。以上と並行して行った文献レビューでは、アマゾンの先住民社会を対象にした資源管理論においては基本的にコミュニティという境界が設定されていることがある種の前提として存在することがわかった。とはいえども、地域の人びとはコミュニティの境界が設定された後でも境界を越えた資源利用を行っている実態がある。いわゆる「持続的」な資源管理の実現を目指すのであれば、人びとの移動性をいかに組み込めるかが検討課題として挙げられるだろう。
